Nyora Football Netball Club Bylaws
The following Bylaws shall replace and make null and void all Bi Laws made by the Nyora Football Netball club prior to 11th March 2015.
Changes to these Bylaws
In the event of a question arising regarding amendments and/ or additions to these Bylaws:
1. A. Notice of motion in writing stating the proposed alteration/s to these Bi Laws shall be forwarded to the secretary of the club no later than 21 days before general meeting.
B. Upon receipt of such notice the secretary of the club shall distribute copies of such notices to committee members no later than 14 days before general meeting.
C. The committee shall, by resolution determine whether to confirm or reject the notice of motion.
D. If at the general meeting a majority of the committee present vote in favour of the confirmation of the notice of the motion, the motion is confirmed, and in any other case, the motion is rejected.
Meetings
2. A. General meetings will be held monthly at the club rooms, time and date to be set at each Annual General Meeting (AGM).
B. AGM to be held as soon as possible at the completion of the football and netball seasons, which includes all official functions (eg presentations).
C. The executive may change meeting times and dates at any time provided due notice is given.
Adoption of rules
3. The Nyora Football Netball Club will adopt all appropriate rules and procedures set by affiliated leagues & governing bodies. (AFL Gippsland & Netball Victoria)
Correspondence
4. A. All outgoing club correspondence must be in writing from the club secretary or authorized person.
B. All incoming correspondence must be addressed to the club secretary or authorized person.
Information to members
5. The club shall provide the following information in writing to all members prior to the start of each season:
- Club contact details
- Club venue address
- Club code of Conduct
- Fixtures
- Bylaws
- Fee Information
- Team Selection Process
Fees
6. A. All AFL Gippsland, VNA and/or Associations Fees and Insurance must be paid by the first match of the season.
B. All memberships are to be paid by the end of May. Any player not financial by this time, unless prior financial arrangements have been made with the executive, will not be eligible to represent the club until fees are paid.
C. In the event of a player joining the club after the set date, fees are to be paid within 4 weeks of joining.
D. No player with outstanding payments will be eligible to receive any awards, trophies, incentive money or any other benefits. The said awards will be retained by the club.
E. Any player who has been cleared to another club throughout the current season shall not be entitled to receive any club awards.
F. A player with outstanding payments shall be ineligible to play finals matches.
G. Fill ins to be AFL Gippsland/VNA registered. Fill ins who plays 6 or more games to pay fees as set by executive committee.
H. Any further issues reguarding fees will be delt with by the committee at the next General meeting. Committee decision will be final.
Sub committees
7. A. From here on to be known as management.
B. Netball management shall consist of president, secretary, treasurer and (3) or more ordinary committee persons. Representation of junior parents and senior players must be included. These positions shall be reviewed annually at the Nyora Football Netball Club AGM, which is to be held prior to the Ellinbank & District Netball Association (EDNA).
C. Social club management and sponsorship shall consist of a president and 2 or more ordinary members, these positions shall be reviewed annually at the Nyora Football Netball Club AGM.
D. Junior football management shall consist of 2 or more coordinators. These shall be reviewed annually at the Nyora Football Netball Club AGM.
E. Canteen and bar management shall be appointed annually at the Nyora Football Netball Club AGM.
Social events fund raisers
8. A. Any event, function or fundraiser being held in the name of the Nyora Football Netball Club must first be authorized by the committee at a general meeting.
B. Any expenses incurred by such events, functions or fundraisers must be first passed by the committee at a general meeting.
C. All money raised by an event, function or fundraiser that is held in the name of the Nyora Football Netball Club, must be given to the treasurer for banking.
D. The executive will have the power to authorize such events, functions or fundraisers and their expenses in the event of it being impractical to wait for a general meeting.
E. Any liability to such events, functions or fundraisers and their relevant expenses which have not been authorized by committee or executive will be the sole responsibility of the organizer.
F. At home games, the opposition club members have reciprocal members right for that day (ie. Honorary members of the Nyora Football Netball Club for that given day)
Coaches
9. A. (i) Vacant coaching positions to be advertised at the end of each season.Applications will remain opened for a period of time to be determined by the selection committee and will remain open at the selection committee's discretion.
(ii)In the event of no appropiate coaching applications being received, at the discretion of the general meeting, other avenues of advertising may be used.
B. The executive committee and Netball management will meet to discuss coaches and bring their recommendations to the general committee for voting.
C. In the event of a position becoming vacant throughout the season, the position is to be advertised as above.
D. All coaches will have working with Childrens check or be in the process of obtaining the certification before playing season commences.
Umpire/coach/player payments
10. A. The executive committee will have the power to enter into and/or authorize any contracts related to reimbursement of coaching expenses and/or coaching payments.
B. The executive committee will have the power to enter into and/or authorize any contracts related to reimbursement of playing expenses and/or player payments.
C. Umpires who are not members of the Nyora Football Netball Club and do not receive payments from other associations or organizations for services rendered to the Nyora Football Netball Club may be paid a negotiated amount that has been approved by the executive committee.
D. Umpires who are members of the Nyora Football Netball Club and do not receive payments from other associations or organizations for services rendered to the Nyora Football Netball Club may be paid an amount set by the executive committee prior to each Football and Netball season.
Netball umpires
11. A. Badged and accredited umpires are required for the four (4) most senior games as per EDNA constitution. Umpires for the two (2) junior grade games must have sat their umpires exam and attended a level 1 umpires course and be supervised by a badged umpire..
B. At least two jumior or senior players must attend a Level 1 Umpires course annually. As per EDNA bylaws.
Netball Senior Teams
12. A. All players and coaches shall conduct themselves in a sportsman manner, which is deemed sppropriate and follow the Code of ethics as set by the committee. All senior players are requires to contribute to scroe/ timekeeping and canteen duties. All junior players will delegate a representative to fulfill roster duties. These duties will be delagated by the committee.
B. The decision as to what grades to enter in the EDNA will be made by the committee. The netball management will appoint a selection committee to work in co-operation with the coaches to grade senior and junior players for senior teams.The senior selection committee will consist of senior coaches and two Excutive committee members. The junior selection committee will consist of junior coaches and two excutive members.
C. The senior teams will consist of:
A grade - seven or eight players
B grade - seven or eight players
C grade - eight or nine players
Each of these numbers are at the discretion of the coaches and selection committee
Netball Junior Teams
Participant age is determined as at 31st december of that year. Minimum age requirements are:
i. A,B,c grades - 15 years
ii. 17 and under - 14 years
iii. 15 and under - 12 years
iv. 13 and under - 10 years
v. Players aged 8-11 years will partuipate only on request.
A. Junior players with parental consent, who want to play senior netball as well as junior netball must advise the selection committee of this wish prior to the start of grading. A maximum of 3 junior players will be considered for senior selection at the discretion of the selection committeee.
B. Junior players are required to meet their grade commitments first. Junior players not selected at the beginning of the season to play senior netball are to be used only as emergency players in senior grades.
C. The club places high importance on junior players and encourages players to fill-in when required. Juniors shall be selected to fill-in on their ability, individual needs, maturity, confidance and coping skills. Only if there are insufficient players to fill all three senior teams are juniors to be selected to play C grade.
D. At all times consideration by the coaches must be given to players who have demostrated a high level of committment to the Nyora Football Netball Club.
F. The selection committees decision is final.
Court Time Policy
A. All attemps will be made by the coach to give all selected players reasonable and fair court time.
B. During finals allocation, court time is at the coaches discretion. Any issues should be taken up with the Executive committee.
C. Absence from training without a valid reason as judge by the coach, will result in reduced court time. If absence is valid the coach must be notified in order to prevent reduced court time.
D. If a player is injured, attendance is required at training to ensure all players are up to date with team comcepts if the player is expecting to return to play.
Football team selections
13. Junior players who wish to play in higher age groups are to have signed parental consent. Junior players cannot play in an age group higher than one (1) above their committed age group
14. The recruiting committee should consist of the senior coaches and two (2) members of the executive.
Player commitments
15. A. Players are required to attend training sessions regularly as set by the coach. Players who fail to attend regularly may be replaced by another player. If players have genuine reasons or extenuating circumstances they may approach the coach or team selectors for exemption from this Bylaw. They must present their circumstances to an executive of the committee to be discussed at the next available meeting. The committee will decide if the players' cicumstances are acceptable excuse for failure to train.
B. Players are to support fundraising and functions held by the Nyora Football Netball Club in whatever capacity they are able.
C. All players are required to assist with match day duties. In the case of juniors, parents may need to do these duties. A roster for these duties will be drawn up by the relevant management, and will be posted on the clubs notice board and Nyora netball football club handbook. It is the respocibility of all players to make themselves aware of their duties and roster commitments.
Code of Conduct
16. A. All Nyora Football Netball Club players, official, coaches, parents, administrators and spectators will be required to abide by the club code of conduct
B. Any player or players disobeying any order of the coach whist on the field or court or at training shall be dealt with as the Excutive committee may determined.
Courses, seminars, and other opportunities
17. A. The club shall provide notification of opportunities for all members to improve their skills by attending courses, seminars and other personal development activities. The club shall encourage and support members who wish to attend appropriate courses, seminars and other personal development activities.
B. The club shall reimburse/ incur costs of such courses, on approval from the general committee.
Accreditations
18. The club shall ensure that all officials have current appropriate, minimum qualifications. Where minimum qualifications/accreditations standards are not met, the club shall encourage and support the member(s) to achieve the minimum standards. The club shall reimburse/ incur costs of such courses, on approval from the general committee.
Medical consent forms
19. All personal involved with the Nyora Football Netball Club will be required to complete a medical consent form. A designated official will store all forms and bring them to all events. All forms will be destroyed at the conclusion of each season.
Drug policy
20. The Nyora Football Netball Club does not support the use of illegal substances and view any such use as detrimental to the sports of football and netball and the spirit of the games.
Smoke free policy
21. The Nyora Football Netball Club will adopt a smoke free policy where smoking will not be tolerated in club rooms, change rooms, and netball courts.
Life members
22. A. (i) If a player plays 1 or more senior games on any one match day, these senior games shall be recorded as 1 senior game. All players who have played 400 senior games for the Nyora Football Netball Club be awarded life membership based on records currently held by the club.
(ii) If a player plays 1 or more senior games on any one match day, these senior games shall be recorded as 1 senior game. A players who have played 300 senior games for the Nyora Football Netball Club based on records currently held by the club, or A player who has played 200 senior games for hte Nyora Football Netball Club based on records currently held by the club, and has given genuine services to the club (outside of playing) thatis equal to or equivalent to 5 years genuine voluntary service, shall become eligiable for nomination for life membership...
(iii) Individual members who have demonstrated consistent and continual genuine service to the Nyora Football Netball Club for 15 years or more shall become eligible for nomination.
B. Life member nomination does not mean automatic awarding of life membership.
C. (i) All life membership nominations be received in writing to the club secretary no later than 21 days before general meeting.
(ii)The executive committee will then meet to decide if the nomination(s) are worthy of life membership before passing the nomination(s) to the full general committee for voting.
(iii) The executive committee have the power to refuse any nomination.
D. Life members will be entitled to free membership (which includes free entry to all home games) and invitation without cost to all official club functions (Presentations, vote counts, etc. This does not include fundraisers)
Best and fairest awards
23. A. Each grade/ team is to have a best and fairest and runners up best and fairest award. These are to be decided by votes awarded at the end of each match of the home and away season.
B. (i) Netball junior grades to have 2 vote cards with 3,2 and 1 votes for each home and away match.
(ii) Netball senior teams to have 2 vote cards with 3, 2, and 1 votes for each home and away match.
(iii) All football teams to have 3 vote cards with 3, 2 and 1 votes for each home and away match.
C. (i) Vote cards are to be completed by (where possible) different persons each week who are appointed by team manager.
(ii) In the event of no team manager the appointment of vote cards may be done by the coach or a committee member.
D. (i) Vote counts are to be opened and will be counted directly after the completion of the home and away season.
(ii) Netball junior vote count is to be a closed count, conducted by the netball management and life members.
(iii) Football fourths and fifths team vote counts to be counted at the junior presentation, to be held as soon as possible at the completion of both teams seasons.
E. In the event of a tie for either best and fairest or runners up best and fairest awards, two (2) trophies will be presented for the tied awards.
Club person award
24. A. A club person award may be, although not compulsory, awarded annually to any club person that the general committee believes to have demonstrated genuine service to the club during the season.
B. In the event of more than one such person showing such services nominations are to be made and a silent vote will be taken.
C. The general committee have the power to refuse nominations, also the general committee have the power not to present a clubman award for any given year.
Special circumstances/provisions clause
25. Where this Bi Law is silent, a decision can be made that ensures the integrity of the Nyora Football Netball Club is maintained at all times. The committee may, in using its reasonable discretion in exceptional circumstances, alter, vary or waive the requirements set out in these Bi Laws relating to the Nyora Football Netball Club
